The University of Prince Edward Island is committed to creating a safe and healthy-living learning environment.  The Manager of Security Services is the leader responsible for the campus safety and security planning, administrative, operational, and technical aspects associated with the Security Services division.

Reporting directly to the Associate Vice-President of Facilities and Construction, the Manager of Security Services is responsible for ensuring that security services are delivered effectively and efficiently within University guidelines. The manager will also work closely with the community and implement and oversee community-based security programs.

In addition, the work also involves the management of resources associated with Security Services, including assisting with budgeting and budget control, revenue generation, purchasing and maintenance of equipment, and the recruitment, training, and deployment of the members of Security Services.

The Facilities Management Department oversees approximately 1,500,000 square feet of university property that’s encompassed in 31 buildings (including 4 residences) and situated on 134 acres of land in the City of Charlottetown. The University has a second campus located in St. Peters, PEI. Currently, there are approximately 5800 students and 1000 staff and faculty working on campus.

Security Services oversees building and campus security, parking management, crime prevention education and assists outside law enforcement agencies as required. Staffing consists of Security Attendants, administrative staff and casual staff.

RESPONSIBILITIES:

Management

  • Oversee Security Services staff and ensure all their duties and responsibilities are assigned and handled adequately
  • Prepare schedules, assign shifts, and ensure 24 hours/365-day security coverage.  Schedule vacation leave and arrange for appropriate coverage for other leave
  • Hire new personnel and direct their orientation training
  • Create an annual training program for all security staff that includes equity, diversity, inclusion, and sexual violence training
  • Perform scheduled evaluations and regularly monitor the performance of all staff members
  • Foster and encourage a culture of safety, quality customer service, equity, and inclusion, which embraces diversity

Crime Prevention

  • Act as the principal UPEI liaison for all security and police matters with Charlottetown Police Services and other outside law enforcement agencies as required
  • Provide guidance and assistance in the establishment and implementation of crime prevention program initiatives

University Community Relations

  • Work collaboratively with administrators, staff, faculty, and students to develop, implement and maintain services that are responsive to the community’s needs and are in keeping with the University’s strategic objectives
  • Provide advice, consultation and information to university students and employees with respect to safety and security matters
  • Serve on committees and groups dedicated to maintaining and improving campus safety and security

Security Infrastructure and Technology

  • Review and recommend improvements or adjustments to university infrastructure to ensure effective coverage of the campus and its facilities
  • Ensure proper use and operation of access/surveillance systems operated by Security Services.  Recommend improvements of these systems based on evaluation of criminal activity and personal/property protection and safety requirements
  • Optimize the use of the University Safe App and educational tools
  • Ensure the proper use and orientation training of the parking citation technology (handheld units and associated programs)

Administration

  • Assist with strategic planning initiatives for the Security Services division
  • Liaise with University Emergency Manager and support the University Emergency Management functions
  • Provide reports of routine regular division activity and special reports of unique situations or occurrences
  • Manage and monitor the division budget
  • Develop and update policies and procedures for Security Services

Parking

  • Administer parking management and traffic control programs and systems within the UPEI Parking Regulations, as well as overseeing enforcement
  • Develop and employ parking strategies that meet current campus demands, including improving parking regulations controls and compliance

QUALIFICATIONS:

  • The successful candidate will hold an undergraduate degree and a minimum of five years related experience, or an equivalent combination of education and experience is required
  • Training in management, business, leadership, or a security related course/certification would be an asset
  • Experience managing in a unionized environment is considered an asset
  • Strong human relations abilities, excellent oral and written communications skills, and demonstrated leadership abilities
  • Experience in providing excellent service to diverse communities and inclusively leading diverse staff
  • A working knowledge of computerized systems/software is required.  A working knowledge of security surveillance equipment/software and access control equipment/software would be an asset
  • Sound financial skills in budget management and revenue generation
  • A high level of discretion, confidentiality, professionalism, and tact
  • A valid driver’s license is required
  • Ability to obtain a vulnerability sector check
  • Ability to obtain a Federal background check
